Guangdong immediately responded and started quickly, clarifying the province's overall goal of building 250 green mines by 2020. For more than two years, Guangdong Province has adhered to the concept of green development and ecological mining throughout the development and utilization of mineral resources, and adopted strict construction standards, compacted construction responsibilities, strict third-party assessment, increased incentives, and strengthened supervision and guidance. From the two aspects of incentives and restraints, we comprehensively implemented policies and made solid progress, and completed the construction of green mines one year in advance.
Guangdong has taken various measures to promote the construction of green mines. First, strict construction standards. Developed the province's green mine construction work plan, issued a notice to accelerate the construction of green mines, divided into four types of metal mines, non-metal mines, quarries and geothermal mineral water, and clearly formulated specific green mine construction requirements and scoring standards. Quantitative assessment indicators, and strictly establish construction standards.
The second is to compact task responsibilities. Guangdong decomposes the province's green mining construction tasks and issues them to local governments for listing, clarifies work tasks and completion time, and clarifies the supervisory responsibilities of various relevant departments and the main responsibilities of mining enterprises. Various localities have formulated local implementation plans based on actual conditions, and layered responsibility.
The third is to strictly regulate the evaluation of third parties. Guangdong requires local governments to select third-party evaluation agencies in accordance with the principles of openness, fairness, and impartiality through government procurement services in order to ensure that the results are objective and true.
The fourth is to establish a demonstration incentive mechanism. Guangdong Province's finance has set up a special incentive fund of 30 million yuan per year for green mine construction, which is specifically used to reward green mines that have been completed in the year. The municipal natural resources authorities have also specifically allocated funds for green mine construction work in their departmental budgets. In addition, a plaque of "green mines in Guangdong Province" was awarded to the completed green mines.
Through the creation of green mines, the level of intensive development of mineral resources in Guangdong Province has been continuously improved, and the "quantity, quality, and ecology" of mines have achieved a coordinated development of the Trinity. In particular, the concept of green mine construction has undergone a major change, and a number of advanced green mines have emerged. Many mining companies actively fulfill their social responsibilities and "open up resources on one side, benefit the people on one side, and promote development on the other side".
